Buyer’s Agent

Buyer’s Agent in the Algarve

I represent buyers, not properties.

Buying an exceptional property in the Algarve is not difficult because there is a shortage of properties to see.

It is difficult because the market is fragmented, asking prices do not always reflect market value, the same property may appear through several agencies, important opportunities are sometimes never advertised, and the person showing you a property will usually be representing the selling side.

That is where my role begins.

I work exclusively from the buyer’s perspective.

I start with your objectives, search across the market, analyse the opportunities I find, advise you on value and risk, negotiate on your behalf and remain involved until the acquisition is complete.

I am not here to push a portfolio of listings.

I am here to help you identify the right property, understand what it is really worth and acquire it on the best possible terms.

One buyer. One brief. One point of contact. The whole Algarve market.

01 · Why work with a buyer’s agent?

Everyone in a property transaction has a role. Mine is to represent you.

A traditional estate agency is appointed to market property. Its responsibility is to its client, normally the seller.

There is nothing wrong with that model. It is simply a different role from mine.

As your buyer’s agent, I am appointed by you.

I do not begin with a portfolio of properties I need to sell. I begin with your requirements.

  • Your lifestyle
  • Your budget
  • Your preferred locations
  • The architecture you like
  • Your priorities
  • The compromises you are prepared to make
  • How you intend to use the property
  • And, equally importantly, what you do not want

Throughout the process, my responsibility is to help you answer three questions clearly: is this the right property? Is the price justified? Should you proceed, negotiate harder or walk away? That independent perspective is the reason to appoint me.

The same purchase, two very different experiences

Searching independently

  • You may find yourself speaking with several agencies, developers and private sellers.
  • Each contact knows part of the market.
  • You receive overlapping property suggestions.
  • You arrange viewing schedules around different agents.
  • You repeatedly explain the same requirements.
  • You receive several opinions about price, usually from the selling side.
  • And when the right property appears, you negotiate directly against people whose responsibility is to obtain the best possible result for the seller.

Working with me

  • You have one acquisition brief and one point of contact.
  • I search across agencies, developers, private owners and my professional network.
  • I filter the market before asking you to spend time viewing.
  • I tell you what I like about a property and what concerns me.
  • I assess its market position before you make an offer.
  • I coordinate the other professionals required during the acquisition.
  • And I negotiate exclusively from the buyer’s perspective.

You still have access to the same properties. What changes is who is sitting on your side of the table.

03 · The search

I do not search my stock. I search the market.

A proper property search should not be determined by which agency holds the listing.

My search may include:

  • Algarve estate agencies
  • International agency networks
  • Independent local agencies
  • Property portals
  • Developers and new developments
  • Architects and project opportunities
  • Private owners
  • Lawyers and professional contacts
  • Properties already known to me
  • Quietly marketed opportunities
  • Selected off-market properties
  • Owners who may consider selling if approached privately

If the right property is being marketed by another estate agent, I will contact them. If it is with a developer, I will contact the developer. If it is being sold privately, I will approach the owner where appropriate. My objective is not to sell you one of “my” properties. My objective is to find the property that best fits you.

04 · Private and off-market opportunities

Not every important Algarve property reaches the portals.

At the upper end of the Algarve market, discretion matters.

Some owners do not want photographs of their homes online. Some are prepared to sell but do not want to launch a public marketing campaign. Others will only consider selling if the right buyer approaches them.

My search can therefore extend beyond publicly available listings.

Where appropriate, I make discreet enquiries through owners, estate agents, lawyers, architects, property managers and other established contacts.

Off-market does not automatically mean better value. Nor does it automatically mean exclusive. It simply means that a serious search should not stop at the properties you can find online.

05 · I screen before you view

Your time in the Algarve should be spent considering serious opportunities, not discovering unsuitable ones.

Before recommending a property, I assess how closely it matches your acquisition brief.

Depending on the property and the stage of the search, I may consider:

  • Location and micro-location
  • Plot position
  • Privacy
  • Orientation
  • Views
  • Architecture and layout
  • Build quality
  • Condition
  • Renovation requirements
  • Outdoor living
  • Neighbouring properties
  • Nearby construction or development
  • Golf, beach, marina or town access
  • Asking price
  • Comparable properties
  • Resale considerations
  • Rental considerations, where relevant
  • Potential legal or planning questions to investigate
  • The compromises involved

A beautiful property can still be the wrong acquisition. My job is to make that distinction before you become emotionally committed.

06 · Property Acquisition Note

I do not simply send links.

For serious shortlisted properties, I provide a clear buyer-side view of the opportunity.

A typical acquisition note can include:

Why it fits
The aspects of the property that respond particularly well to your brief.
Compromises
The points that should be understood before proceeding.
Market position
My assessment of how the asking price sits within its immediate market.
Value indication
Where sufficient comparable evidence exists, my view of a reasonable market range.
Negotiation position
How I believe the property and seller should be approached.
Recommendation
View, investigate, negotiate, monitor or reject.

I would rather explain why you should not buy a property than persuade you to buy the wrong one.

07 · Viewing strategy

Fewer properties. Better reasons for seeing them.

Many international buyers have only a limited number of days in Portugal. A viewing trip therefore needs to be designed, not improvised.

I coordinate the programme with the different selling agents and owners so that you deal with one central point of contact.

Where useful, a viewing itinerary can combine individual properties with an introduction to different locations and micro-markets.

Quinta do Lago and Vale do Lobo do not offer the same experience. Neither do Vilamoura, Vila Sol, Almancil countryside, Loulé, Santa Bárbara de Nexe, Carvoeiro, Lagos, Palmares, Tavira or Monte Rei.

Sometimes the purpose of the first viewings is not simply to find a house. It is to understand where and how you want to live.

08 · Independent value assessment

Asking price and market value are not the same thing.

Before you enter a serious negotiation, I want you to understand the property’s market position.

Where sufficient information is available, I examine:

  • Relevant properties currently for sale
  • Previous asking prices where known
  • Comparable transactions where reliable evidence is available
  • Price per square metre
  • Plot size and position
  • Quality and age of construction
  • Renovation or replacement cost
  • Location and scarcity
  • Views and orientation
  • Resort or condominium context
  • Current competing stock
  • Property-specific strengths and weaknesses

The objective is not to produce a number that justifies the asking price. It is to establish an informed basis for your decision.

09 · Buyer-side negotiation

The right property can still be the wrong purchase at the wrong price.

Emotion inevitably enters a property purchase. My role is to keep the negotiation disciplined.

Before making an offer, I can establish:

Asking price
What the seller is requesting
Market position
How I believe that price compares with the available evidence
Opening position
Where an initial offer may reasonably begin
Target acquisition range
Where I believe a transaction makes sense
Walk-away level
The point beyond which I believe the purchase becomes difficult to justify

Negotiation is not simply about securing the largest discount. A €500,000 reduction from an unrealistic asking price is not necessarily a good purchase. My objective is to help you acquire the right property on terms that make sense.

10 · Due diligence coordination

I do not replace your lawyer, architect, surveyor or tax adviser.

I make sure the right professionals are involved at the right time.

Property acquisition in Portugal can involve legal, technical, planning, fiscal and practical questions. Depending on the property, these may include:

  • Ownership documentation
  • Registered areas
  • Building licences and authorisations
  • Pools, annexes and extensions
  • Planning status
  • Boundaries
  • Rights of way
  • Rural or protected land restrictions
  • Condominium or resort obligations
  • Existing leases
  • Rental licensing
  • Boreholes and septic systems
  • Construction condition
  • Future development nearby
  • Renovation potential
  • Company or corporate ownership structures
  • Tax considerations

The relevant specialist gives the specialist advice. My role is to coordinate the acquisition, identify questions that require investigation and help ensure that important matters are not overlooked between different advisers. Where required, I can introduce independent Portuguese lawyers, architects, surveyors, fiscal advisers, mortgage specialists and other professionals. You are always free to use your own advisers.

11 · From offer to completion

Finding the property is only part of the job.

Once an offer is accepted, the transaction can begin moving quickly.

I remain involved throughout the process and coordinate with you and your advisers through the principal stages of the acquisition. This may include:

  1. Agreed commercial terms
  2. Property documentation
  3. Legal due diligence
  4. Technical inspection or survey
  5. Financing, where applicable
  6. Negotiation of outstanding commercial matters
  7. Promissory Purchase and Sale Agreement, CPCV
  8. Pre-completion matters
  9. Final deed
  10. Property handover

I remain familiar with the reason you chose the property, the discussions that took place and the conditions agreed along the way. You are not handed from one department to another. You deal with me throughout the acquisition.

12 · Beyond the purchase

My involvement does not have to end when you receive the keys.

A new property often creates an immediate list of practical requirements.

I can introduce trusted local professionals for areas such as:

  • Architects and interior designers
  • Builders and contractors
  • Landscaping
  • Pool maintenance
  • Property management
  • Security
  • Insurance
  • Utilities
  • Internet and telecommunications
  • Furniture and interiors
  • Cleaning and household services
  • Vehicle and relocation support

For Full Private Acquisition clients, I include 90 days of post-completion introduction and coordination support. I do not take over the work of those suppliers. I simply help you find the right people.

14 · Why do you pay me?

Because that is what makes the relationship clear.

There are many excellent estate agencies in the Algarve. Their service is normally remunerated through the selling side of the transaction.

My model is deliberately different. You appoint me. You pay me. I represent you.

My recommendation therefore does not depend on which agency holds the property, whether a developer is offering a commission, or whether I could earn more by directing you towards one house rather than another.

If I believe a property is overpriced, I tell you. If I believe there is a better alternative, I tell you. If I believe you should walk away, I tell you that too.

Independence only has value when the commercial model supports it.

15 · Frequently Asked Questions

Does using a buyer’s agent mean I pay more?

My professional fee is an additional acquisition cost and should be considered as such. In return, you appoint someone whose responsibility is to search, analyse and negotiate from your side of the transaction. The value may come through price negotiation, avoiding an unsuitable acquisition, identifying opportunities you would not otherwise see, finding risks before commitment or simply reducing the time required to search the Algarve effectively. I do not promise that my fee will always be recovered through a price reduction. That would be misleading. My purpose is broader: to help you make a better property decision.

Can you show me properties I have already found?

Yes. My role is not to claim ownership of your search. If you have already identified properties through Idealista, another agency, a developer or your own contacts, include them in your brief. I can assess them alongside the rest of the market and, where appropriate, coordinate the next steps. I only ask that you tell me at the beginning which properties and agents you have already contacted so that existing introductions and agency relationships can be respected.

Can you work with other estate agents?

Yes. In fact, it is fundamental to the model. I cooperate with selling agents throughout the Algarve. The selling agent continues to represent the property or seller. I represent you. You do not need to choose between access to another agency’s property and independent buyer-side advice. You can have both.

What if another agency has the perfect property?

Then I want to see it. The identity of the listing agency is not part of my selection criteria. The suitability of the property is.

What if you advise me not to buy?

Then I have done my job. My mandate is not to make every viewing become a transaction. Sometimes the most valuable advice I can give is that the numbers do not make sense, the compromises are too significant, the risk requires further investigation or simply that I believe a better property can be found.

Do you guarantee access to off-market properties?

No. And I would be cautious of anyone who does. Private opportunities depend on the property, the location, the timing and the willingness of an owner to sell. What I can guarantee is that my search is not limited to public portals. Where the brief justifies it, I actively make private enquiries.

Can you negotiate a property I have already viewed through another agent?

Potentially, yes. It depends on the existing relationship, introductions already made, agreements in place and the stage of the transaction. Tell me the circumstances and I will establish the appropriate way to proceed before becoming involved.

Do I have to sign an exclusive agreement?

My Full Private Acquisition service is normally provided under an exclusive buyer representation mandate. That allows me to invest the necessary time in searching the whole market, contacting owners, coordinating agencies, analysing opportunities and negotiating on your behalf. It also avoids duplicated approaches to the same seller. The normal initial mandate is six months, with the precise terms set out clearly in the Buyer Representation Agreement.

Do you replace my lawyer?

No. Independent legal representation is an essential part of purchasing property in Portugal. Your lawyer advises on legal matters and protects your interests in the legal transaction. I manage the property acquisition process from the buyer’s perspective and work alongside your lawyer and other specialist advisers.

Can you help with mortgages, tax or residency?

I do not provide legal, tax or regulated financial advice unless appropriately authorised to do so. I can, however, introduce established independent specialists in Portugal who can advise on financing, taxation, residency and related matters.

Which areas of the Algarve do you cover?

I work across the Algarve, with particular knowledge of the prime and upper-quartile residential markets. Searches may include Quinta do Lago, Vale do Lobo, Almancil, Vilamoura, Vila Sol, Loulé, Santa Bárbara de Nexe, Boliqueime, Albufeira, Carvoeiro, Ferragudo, Lagos, Palmares, Portimão, Tavira, Monte Rei and surrounding countryside. The right area is not necessarily the most famous one. It is the one that best fits how you intend to use the property.

16 · Is this service right for you?

My service is particularly suited to buyers who:

  • Are purchasing from outside Portugal
  • Have limited time to search
  • Want access across the entire market
  • Are buying in an unfamiliar location
  • Want independent guidance on value
  • Expect to purchase a high-value property
  • Are considering several Algarve locations
  • Want access to private opportunities
  • Prefer one professional to coordinate the search
  • Want a disciplined negotiation strategy
  • Value discretion
  • Want somebody prepared to challenge the purchase, not simply facilitate it

If all you need is somebody to send you property listings, you probably do not need me. If you want someone who understands the market, challenges assumptions, investigates the options and represents your interests throughout the acquisition, we should speak.

17 · About Jorge Pereira

Local market knowledge. International perspective. One point of contact.

I have spent more than a decade working directly in Algarve real estate, with a strong focus on the upper-quartile and luxury residential market.

My background extends beyond property sales. I have worked for more than 25 years in marketing, business development and commercial strategy, including senior management roles within one of the Algarve’s established international real estate businesses.

That experience has given me a detailed understanding of how properties are positioned, marketed, valued and negotiated from the seller’s side.

Today, I use that knowledge differently. I use it to help buyers.

My role is to provide a calm, commercially informed and independent perspective throughout the acquisition.

I speak several European languages, understand the expectations of international buyers and have extensive experience working with clients purchasing from abroad.

Most importantly, when you appoint me, you deal directly with me. From the first conversation to the final negotiation, I remain your point of contact.

18 · The first conversation

I do not begin with properties. I begin with you.

Tell me what brings you to the Algarve. What you have already seen. What you liked. What you disliked.

How you want to use the property. What matters to your family. Where you are willing to compromise. And where you are not.

From that conversation, we can decide whether I am the right adviser for your acquisition.

No property presentation. No obligation. Just a private first conversation about what you are trying to find.

The right Algarve property may already be on the market. Or I may have to go and find it.

Tell me what you are looking for.
